Who decides whether your liner job counts as a minor repair
Menlo Park's chimney and fireplace handout says the city building official has final authority to decide whether a fireplace or chimney repair counts as a minor repair exempt from Ordinance 12.52. The source is the City of Menlo Park Community Development handout, Chimneys, Fireplaces and Wood Burning Requirements.

Neither you nor your contractor makes the final call on whether a liner job is exempt. The building official decides. Settle that question before installation day so a job doesn't have to stop partway through while you wait for an answer.
Getting the city question answered before the liner goes in
Define the scope
Request a free estimate. Ask us to describe exactly what the job involves: what comes out, what liner goes in, which appliance it serves and which parts of the chimney the work touches.
Take that scope to the city
Share the description with Menlo Park's building official and ask whether the work counts as a minor repair exempt from Ordinance 12.52.
Schedule once you know where you stand
With the city's answer in hand, book the installation date. If the scope changes after that, check with the city again.
A job that sounds small is not automatically exempt
Calling the work a minor repair doesn't settle it. Under the city's handout, the building official has the final say, so get that answer directly from the city.

What a new chimney liner involves
Flue liner installation means fitting a new liner, usually a stainless steel chimney liner, inside the chimney from the appliance connection to the top. The liner is sized to the fireplace, insert or stove it serves. It keeps heat, smoke and combustion byproducts away from the masonry and gives the flue a smooth, continuous path for draft. The work typically starts with an inspection of the existing flue. Then the liner, its connections and the top termination are installed. Our chimney liner installation service covers materials, sizing and each step in more detail.
When a new liner fits, and when another fix fits better
- A full new liner usually makes sense when an inspection finds the existing liner cracked or deteriorated along much of its length, when the chimney has no liner, or when you're switching to an insert or stove that needs a correctly sized flue.
- Repairing the existing liner may be enough when the damage is limited to one section and the rest of the flue is sound.
- Masonry, crown or flashing work is the better fit when the problem is on the outside of the chimney or the masonry structure rather than inside the flue. Our team handles chimney repair for homes in Menlo Park as well.
- A rebuild comes into the conversation only when the chimney structure itself is failing.
If you're weighing a major fix, read our guide to chimney repair vs rebuild to see where each one applies. Whichever route you take, confirm with the building official whether that specific work counts as a minor repair.
